Hukumat-e Islami quarterly journal (in persian: فصلنامه حکومت اسلامی) is a scholarly-research journal in the field of political jurisprudence, published under the ownership of the Secretariat of Iran’s Assembly of Experts. This journal has been published since 1996 (1375 Solar Hijri) to cover the researches of experts in Islamic political thought, with 100 issues published until 2021 (1400 Solar Hijri). The goals of this journal are to elucidate the concept of political sovereignty in Islam and to provide a platform for scholarly discussions in the realm of religious politics. The articles published in this journal on topics such as political jurisprudence and constitutional law have been referenced in jurisprudential research studies related to contemporary jurisprudence. Prominent authors such as Sayyid Kāẓim Ḥā’irī, Mahdī Ḥā’irī Yazdī, Dāvūd Fayarḥī, ‘Abdullāh Javādī Āmulī and ‘Abdulkarīm Mūsavī Ardibīlī have contributed to this journal. Notable articles published in this journal include: Shāyistigī-yi Zanān barāyi Qiḍāvat va Manāṣib-i Rasmī (the competence of women for judgeship and official positions) authored by Mohammad-Hādī Ma‘rifat, I‘tibār-i Ra’y-i Aktharīyyat (validity of the majority vote) authored by Kāẓim Qāḍīzādi and Irtidād Nigāhī Dūbāri, Taqrīrī az Mabāḥith-i Āyatullāh Mūsavī Ardibīlī (apostasy revisited, an explanation of Ayatollah Mūsavī Ardibīlī’s discussions) authored by Sayyid Jawād Varāʿī.

Introduction

Ḥukūmat-e Islāmī is a quarterly journal, owned by the secretariat of Iran’s Assembly of Experts of Leaderships[1]. Following the establishment of the scientific research center for Islamic governance by the secretariat of the Assembly of Experts[2], publication of the Ḥukūmat-e Islāmī journal began in 1996 (1375 SH) in order to cover the researches of experts in Islamic political jurisprudence and thought[3]. Ḥukūmat-e Islāmī quarterly is published with aims such as explaining Islam’s political thinking, introducing political jurisprudence, elucidating the concept of political sovereignty based on the guardianship of the jurist (Vilāyat al-Faqīh), providing a platform for scientific discussions on religious politics and addressing Muslims’ political history[4]. By the year 2021 (1400 SH), 100 issues of this journal had been published[5]. In addition to its regular issues, this journal has also published special issues. Titles of some of these special issues are as follows: Ḥukūmat-i ‘Alavī bi Munāsibat-i Sāl-i Amīr al-Mu’minīn (the Alavi government, on the occasion of the year of the commander of the faithful), Andīshi-yi Sīyāsī-yi ‘Āshūrā (the political thought of ‘Āshūrā), Andīshi-yi Sīyāsī-yi Shahīd Muṭahharī (Murtiḍā Muṭahharī’s political thinking), Majlis-i Khubrigān-i Rahbarī; Jaygāh, Mabānī va ‘Amalkardhā (the assembly of experts for leadership; position, foundations, and performances), Sanad-i Chishm-andāz-i Bīst Sāli-yi Jumhūrī-yi Islāmī-yi Īrān (the twenty year vision document of the Islamic Republic of Iran) and etc.[6]. Ḥukūmat-e Islāmī quarterly journal was selected as the top journal in the field of political science by the first Islamic Press Festival in 1382 SH (2003-2004 AD). Additionally, some of its special issues, such as Ḥukūmat-i ‘Alavī (the Alavi government) and Andīshi-yi Sīyāsī-yi ‘Āshūrā (the political thought of Ashura), were awarded first place in the Vilāyat Book of the Year conference[7].

Position and influence on contemporary jurisprudence

Because of covering researches of experts and thinkers in areas such as political jurisprudence and constitutional law, the Ḥukūmat-e Islāmī quarterly has a special position and influence in studies on issues of contemporary jurisprudence and the articles published in this journal have turned into sources of reference. For instance, in the area of women’s issues and their competence or incompetence for judgeship and holding political positions, the articles by Mohammad-Hādī Ma‘rifat and Mahdi Mihrīzī, published in issue number four of this journal, have been cited in some researches on women’s issues[8].
